- The purpose of Training and Organizational Development within The Office of Human Resources is to evaluate, recommend and implement plans to meet University staff development goals. In instances where no other department exists to provide, or should be reasonably expected to provide, training in order to meet mandatory requirements or training goals, it shall be the role of Training and Organizational Development to develop or coordinate training available to all University Support Personnel System (USPS), Administrative and Professional (A&P), Faculty, certain Other Personal Services (OPS), and other personnel. Each department and supervisor is responsible for providing on-the-job training for its employees and for determining whether specialized training is necessary and can be provided, utilizing the resources of said department.

4-OP-C-7-F1 GENERAL PROCEDURES
- SUPERVISORY PERMISSION
- If an employee attends a training program (to include programs provided by Human Resources) during work hours and wishes to have the training considered as time worked, the employee must secure the permission of his/her immediate supervisor before attending. Otherwise, employees may attend training during their off hours or they may use leave time if so desired. (See 4-OP-C-7-E1)
- REGISTRATION FOR COURSES
- Each employee is responsible for registering for courses offered through Training and Organizational Development. Unless otherwise indicated, registration for courses will be on a first come, first serve basis.
- CANCELLATION
- Registered participants will receive at least twenty-four (24) hours' notice of a course cancellation. Any on-site course not attended by at least four (4) employees likewise may be subject to cancellation.
- RECORDS
- Records are maintained for each course offered through Training and Organization Development. These records shall include:
- Course registration and attendance information
- Instructor data
- Course agenda and learning objectives
- All handouts

4-OP-C-7-F2 NEW EMPLOYEE ORIENTATION
OVERVIEW
- The University orientation program is available online for all newly hired employees to provide them with information concerning the history and organization of the University, rules and regulations affecting employment, employee benefits, and University operating procedures. Orientation is mandatory for all employees (A&P, USPS, OPS, Faculty and Executive Service) and supervisors are responsible for ensuring completion. New faculty members who attend New Faculty Orientation at the beginning of the academic year are not required to complete the online session.
- Employees can access New Employee Orientation presentations and materials on the Human Resources web site at: New Employee Information. All employees must certify completion of orientation by completing and submitting the Certification of Completion & Evaluation of Orientation Form.
4-OP-C-7-F3 ADULT BASIC EDUCATION (ABE)
- The ABE program will follow the same general training policies as all other TOD training classes (see 4-OP-C-7-F1 GENERAL PROCEDURES).
